Swansea Hotel Fined

City centre hotel’s fire safety breaches

The Grand Hotel in Swansea has had to pay more than £5,000 after pleading guilty to six charges under the Fire Safety Order.

The charges included failing to carry out a fire risk assessment, failure to provide adequate staff training, failing to carry out building work to prevent the spread of fire and failing to maintain fire precautions.

The company which owned the hotel, Ivey Place Hotels, was fined £1500 on 23 April at Swansea Magistrates Court and a director, Wayne Bellamy, was fined £500. They also had to pay £3,000 in costs. The fines and costs were all applied to the offence of failure to implement general fire precautions.

Fire safety officers attended the premises on 29 November 2011 following an anonymous complaint. The complaint indicated that the new wing which was under construction at the time was being occupied and used as sleeping accommodation, in spite of fire safety measures not being in place.

Officers found that in the new wing there was a lack of fire separation between the bedrooms and the protected corridor, the fire alarm system was not functional and the means of escape were compromised by combustible materials including a propane cylinder. Fire safety officers issued a prohibition notice prohibiting the use of the new wing.

According to Mid and West Wales Fire and Rescue Service, an outstanding notice of deficiencies for the main hotel was in existence at the time of the inspection that resulted in the serving of the prohibition notice.

Speaking after the hearing, group manager David Phillips, head of business fire safety for Mid and West Wales Fire and Rescue Service, said: ‘People who run a business premises used by others have an important responsibility to make sure their customers and staff are safe at all times. In this particular case the owners and managers of the Grand Hotel failed to fulfil their duty of care and have been dealt with accordingly.’ Source: Fire Risk Management Journal
